The timer isn't nearly as strict as people make it out to be, they're just bad at the game and don't know how to play. I don't know how people don't understand this. You can also destroy cops and opponents to maximise time. There are time powerups everywhere but there are also electric rays and flame throwers everywhere that respawn over and over so you can get them every lap.
